it appears other fish MAY BE LOOSING SCALES ...more than 1/2 the 2000al has been changed last week... 1 fish loosing scales and "skin" appears red/raw has been put in separate tank..

even as the pond has no filter and i never have put any chemicals in it [ once about 3 yrs ago i used an alge killer] the ph is perfect..ironic because i can never control the ph in my 30 gal indoor tank which i use to grow tini fish to 1"-2" before putting them in the pond

I would try using a uv filter

UV only kills what passes through the sterilizer, so it will be ineffective against a fungus infection attached to the fish. In ponds its biggest benefit is controlling green water algae blooms.
Your problem does not sound like a fungus infection. When was the last time you tested the water? Maybe poor water quality?
