Got in an accident two weeks after i got my license?
I was sitting at a red light when a guy came up and hit me from behind. He was looking down because he was trying to pick something up and stopped too late. I wasn't at fault for the accident. I pulled over to a sears near by. I got his name, phone number and license plate number (I wasn't sure what else I needed and my parents weren't answering their cellphones so I decided that that should be enough info. So no insurance info or pictures.) My bumper had a few scratches and a small dent so I didn't think it was necessary to call the police or anything. We are thinking of going to police station and reporting the accident. If we do, will I get points on my license? Will it get revoked? And will our insurance rates go up?
We tried calling the guy, but he would not give any insurance information, therefore assuming he has none.
Also, I'm about 17.5 year old, no prior accidents or issues.
Note: I didn't make any sudden stops, I'd been sitting at the light for at least 20 - 60 seconds before he hit me. There were also cars in front of me so moving forward was not much of an option, even if I had seen him coming.

You did not have an accident. The other guy has the accident. You were merely involved in a collision.
You should have looked at the insurance card in your car because the instructions what to have done are printed on the back of your insurance card.
You will not get a ticket and you will not lose your license. There will be no issues with insurance. Likely the deductible on your insurance will be more than the damage anyway and an insurance claim is unnecessary. Really, you should just live with the small dent and scratches. LIkely the hassle of getting them fixed will not be worth it.

You can do two things. You can report this to your insurance company as you are required to do and let them worry about making the other guy (or his insurance company) pay or you can do nothing.
Worrying about a (possible) rate increase should NEVER be the determining factor as to report an accident or not. That is just plain foolish.
Accident? Always call the police to the scene and then immediately notify YOUR insurance company.... Always !

For future reference always call police, you may not get a report, but will at least have an incident record. Always get insurance info off their card, take photos of both vehicles and save them until things are settled. Turn it over to your insurance(the folks do this), Give them all the information you have. Your license is not in jeopardy of being suspended.
