It depends on the decimal point. You have to determine it yourself basically. If its out of 100% and say you wanted 68% percent the decimal of that would be .68 if you wanted 2% it would be .02 and so forth.

Divide the fraction and move the decimal place over two places.
What percent of 16 is 4?
4/16 = .25 or 25%

You move the decimal place to places to the left. If you are trying to find 25% of something, then you multiply the other number by .25. If you are trying to find 225% of something, then you multiply by 2.25.
