    In like 2004, George W. Bush spent 23E USD to secretly built a spying station in the countryside of Utah. Sorry that's all I know...that's where the taxpayer money went.

    They go to whatever company you pay in exchange for your internet service and get them to agree to forward your communications to the NSA.
