Is it proper to put the word CENOTAPH on a small grave marker to let people know it is an empty grave?

    No need. That it is a cenotaph serves its purpose: to honor the deceased whose body cannot be found or is buried elsewhere. It is not meant to indicate that a body actually is buried underneath. In any case, it not necessary that people honor the dead at their grave only because their body is buried underneath.
