Delta carryon measurements-The 45" doesn't mean the extended handle right?

Trying to decide if our luggage needs to be checked or not. Delta has the 45" regulation. Measure the width, depth and height....including wheels and handles. But surely not the pull out handle in the extended position. Also the dimensions of the carry on test area are not the same dimensions as my suitcase but could both add up to the same 45". Clarification would be welcome.

    Of course not, the measurement is to make sure all luggage fits into airlines' overhead bin and the cargo. No bags would be stored with handle extended, which is solely used for pulling along.

    It's okay if the total of 3 dimensions add up to 45", no need for each side to be the same as what the airline stipulates.

    NO, THAT IS THE SIZE WITH THE HANDLE CLOSED.

    The big test for Delta is will the bag fit in the overhead bin, or under the seat in front of you.
