Reasons that human resources would put an entry level position on hold?

I recently received a verbal offer directly from the two people I will be working under. There was an extensive interviewing process, and they wanted me to start as soon as possible. They said the start date would be dependent on how fast the human resources part went. There was a recruiting agency used in acquiring this job. The offer was supposed to be sent overnight, and instead the offer was put on hold. The recruiters have dealt with this company before and have never seen this happen. Anyone have any insight? I'm still continuing my job search for now.

    Very hard to tell. HR would not normally put a position on hold as they work on instruction from the business department. I am sorry that you have been messed around by this company. Such things happen sometimes.

    I once interviewed for a job and the guy basically offered it to me but it turned out that it did not yet have senior management approval and he could not get it. What a waste of my time.
