Is it a laptop? Try taking out the battery and then putting it back in. Also try cleaning out the dust, it may be overheating.
I had an HP laptop that used to do that. I discovered that it was because it was too cold to start up (it was really cold). I've heard you can get the same problem from heat.
Otherwise you will have to take it into a repair shop. There are some pretty cheap ones around. That's what I ended up doing, only cost me $50, it could have been much worse.
Good luck!

You either have a virus, or registry error. First try starting the PC in safe mode. If your computer has only Windows installed and you have an Antivirus program, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears, the Advanced Boot Options screen should appear, use the arrow keys to highlight the safe mode with network support, and then press ENTER. When Windows comes up in safe mode, UPDATE your Antivirus program and do a thorough scan. IF YOU DON'T HAVE ANTIVIRUS INSTALLED, or cannot even get into safe mode with network support- I would suggest you use another PC to make a rescue CD or thumb drive. Post back if these steps don't help.

I faced the same problem, you should have a windows CD.
When the VAIO logo appears, press F2 for Boot options, there will be many TABS, go to BOOT tab and there, change the boot order Priority. First one should be REMOVABLE DISK. Now add the disk on the CD Drive and restart the computer... First try REPAIR WINDOWS, if it doesn't work then reinstall new one. Hope it helps.

Something important's broken. There's not much else to try than to reformat your PC from disk or recovery partition. The disk will back up all your files to a windows.old folder.
