underwater advanced society?

Does anybody have any idea as to weather or not it seems possible for an underwater society to develop scientificly. lets say they are intelligent and have appendages that allow them to handle small objects and build. Does the water not present obvious problems for development. no fire, no electricity, no chemistry due to the skewed results of the water. It seems to me that they will never cross the thresh hold from thinker to doer simply because they can not.

    It's obvious that OUR kind of advanced technological society couldn't have developed under water, but it's a huge assumption to conclude that there's no other type of society that could possibly arise. We don't have data one way or another, but at the very least it's premature to conclude that an advanced civilization could NEVER develop under water.

    Very interesting question! I think the barrier would be not having digital/appendage dexterity (or perhaps some sort of telekinetic ability) to manipulate objects, chemicals, etc. For example, dolphins have been proven to be very intelligent but they have not demonstrated a means of manipulating their environment.

    Certainly heat, light, power could be generated by chemical means underwater--even though humans generally don't reference it that way because we never had to. But without the capability to manipulate various chemicals, or even the means of applying physical force to barriers, an intelligent species would not be able to maneuver its environment.
