Well it depends. if your about 13 or under i wound wait till your 14. But you dont have to..
Most girls I know only started using them when they started sexual activities or if they are in sports like swimming or gymnastics. But If you just had your first period I wouldnt recomend it. only because it can accidently pop your cherry. But if you really want to use one first try the small ones. and dont use those fake carboard ones! That can cause some sort of syndrome but I forget whats it called. Oh and i would replace one every four hours.

You can use them at any time, as long as you're on your period. If it's your first time I would suggest getting the smallest size for your flow and trying that. If it feels uncomfortable, it's not in right. Just take it out and try again (there are detailed instructions on the box). If your flow is really light like at the end of your period I would suggest using pantyliners or pads instead so you're not at risk for Toxic Shock Syndrome, and always change your tampon every 4-8 hours or when you need to.

Depending how comfortable you are using one then I'm sure you can use them when you want to. But on your very first period it's not as easy .Plus it will be uncomfortable a little painful being that your vagina hasn't had something like that up there before (judging from the fact it's your first period)

People say you can use them right away, but I wouldn't. I waited maybe a year after I got mine to start using them to get used to my cycle, maybe wait a few months, just so you know how your body works.

it's smarter to wait until you're experienced with your cycle and correct sanitation is crucial
it's possible to get infections if you incorrectly use tampons
also, it's extremely painful the first time you take it out if you haven't broken your hymen (this happens usually when horseback riding or losing your virginity)
i'd say in high school after a few years of getting to know your cycle and after health class/sex ed and/or intercourse
