She is living there and working there under a Visa, but we "meet" on Skype and have formed a "relationship". What is the process to bring her to America for the intent on marrying her ?

The Phil girl has to apply for a visa to the USA and there you can get married at "the spare of the moment". For US visa procedure (green card etc) please get familiar with your own rules and/or ask in the US section.
It won't be easy for her to obtain an US visa as long as she doesn't have a good paid job and can provide proof of being financial stable. She has to undergo a tough interview at the Embassy. I just see one big problem. In case a current statement of employment will be requested and later she absconds, she won't be able to obtain a PCC needed for the green card.
Why don't you get married in the Phils?
