Car slows down while coasting?

My car is a 1997 Honda accord v6

it has a gear of 1, 2 ,d3, d4 when im on d4 and I reach about 35 it coasts greats but on d3 when im around 35-40 miles per hour it slows down to 25. I always test the car going down a hill on neutral going down the hill I hit about 50 before it starts to turn on d4 it goes up to 43 before I turn but on d3 it slows down so much like im braking but im not.

im wondering if the gears are dirty or something and if I need to clean them im not sure im new at this car stuff so if anyone can help me out here TY because my car is missing a lot of mpg as is

    IT is NORMAL for a car to SLOW DOWN if you DOWN SHIFT and use the engine as a BRAKE! There is such a thing as FUEL EFFICIENT TIRES that get BETTER fuel mileage due to the compound used in the TIRE SIDEWALLS! Take $20 to ANY OIL CHANGE PLACE and get your THROTTLE BODY and IDLE AIR CONTROL VALVE cleaned up to SHOWROOM CLEAN! The final AIR/FUEL mixture is ADJUSTED by these things! a dirty IAC will LOWER POWER and ECONOMY and cause your converter to overheat and to CLOG UP! your O2 sensors will DIE sooner as they fill with CARBON from a BAD AIR/FUEL MIXTURE! DOWN SHIFTING will waste GAS as it send the engine into a higher RPM range! The HIGHER the gear nubmer the more FUEL SAVINGS as the engine runs SLOWER!

    It's the lower gear. When you shift the engine has to turn faster to keep up with the speed.

    It slows down whilst coasting ... Dummy - you obviously haven;t heard of rolling resistance from the tyres or drag from the air and the brakes.
