Sort of a breast cancer survivor pride thing. (not that I actually have breast cancer, I just like the tattoos and how these women turned a bad thing into something beautiful)

It depends on the state/county that you live in. Surprisingly it's legal to go topless in most states in the united states, but many cities have "ordinances" that make it a gray area...
