I don't know, but I'm guessing it was a Chinese emperor, considering the Chinese developed the first firearms. They would have an incentive to make sure those weapons weren't falling into untrustworthy people's hands.
Do I really need to know the history of gun control to believe there are too many innocent people dying to crazed gun men and that we need to do a better job of making sure crazed gun men can't kill a bunch of innocent people?

You have a microfiche?! Haven't seen one of those since the 70s.
I believe the correct answer (assuming you are talking about America) would be the British, as in Lexington and Concord, the "shot heard 'round the world" when the Brits attempted to confiscate firearms in 1776.
But you're probably thinking later than that.

the NRA
The NRA has traditionally supported gun laws intended to prevent criminals from obtaining firearms.
this has changed. They are now against background checks.
