    It's about the hardships of black people, especially police violence against them. He's saying that things will always stay the same until black people change it themselves, instead of waiting for other people to intervene. "It's time for us as a people to make a change. Let's change the way we eat, change the way we live, and change the way we treat each other." as I recall.

    The Black Panther Party was a black nationalist group which staged protests. Often times, police came to beat and arrest several members of these protests. Tupac's mother, Afeni, was held on charges of treason. "That's what Huey said, Two shots in the dark now Huey's dead" is a reference to Huey P. Newton, the founder of the Black Panther Party.
