You need to create a USB bootble disc with 4GB or more of free memory then follow the steps from the reference link.

You can not even format it from command. You can NOT format a running system drive. Because the moment the format started it would remove the format program you are running from, leaving nothing to run. It is also a protection against accidentally formatting. The files for Windows 7 are not used when installing it, it uses cabinet files with compressed versions of them. And formatting does NOT install the system it leaves you with a totally unusable machine. You need a proper bootable copy of the Windows operating system installer disk. You would need to boot from it on DVD and then use the advanced option to delete all partitions and then create one to load on. It also wants to create a small partition for its' own exclusive use. But for a laptop that may be difficult as you would then need to find drivers for all the hardware. If the network cards do not load you have no way to connect and download them. So you really need to use the proper recovery disk set for the machine which handles all that. I have neen spporiting computers since before home PCs were available and have NEVER had to fully reinstall an operating system to fix a problem, except total disk failures or someone messing booted from an OS CD has deleted part of the system.

Without using CD/DVD ROM or USB drive, you simply can not format your Hard drive. How ever you can still format Secondary P artitions on your Harddisk.

If you have OS installed on C Drive and you are having other Drives like D, E, F. you can format these drives by simply Right Clicking on the Drive and select Format.

There is no way to Completely Format the Harddisk without using CD/DVD ROM or USB.

If you have a Recovery Partition in your Harddrive, you can use this to Restore to Factory Default.

First you need to create a bootable usb drive.

    1.Download the Windows 7 USB/DVD tool http://images2.store.microsoft.com/prod/clustera/f...

2.When you are prompted to either save the file to disk or run it, choose Run.

3.Follow the steps in the setup dialogs. You'll have the option to specify where to install the Windows 7 USB/DVD Download Tool.

4.Click the Windows START button, and click WINDOWS 7 USB/DVD DOWNLOAD TOOL in the ALL PROGRAMS list to open the Windows 7 USB/DVD Download Tool.

5.In the SOURCE FILE box, type the name and path of your Windows 7 ISO file, or click BROWSE and select the file from the OPEN dialog box. Click NEXT.

6.Select USB DEVICE to create a copy on a USB flash drive or select DVD disk to create a copy on a DVD disk.

7.If you are copying the file to a USB flash drive, select your USB device in the drop-down list and click BEGIN COPYING. If you are copying the file up to a DVD, click BEGIN BURNING.

8.Enter to you laptop bios and choose your usb drive as your primary booting device.

9.Restart laptop and follow the instructions during windows installation.

10.When laptop is asking you after installation and during restart to "press any key to continue" , meaning to read from usb drive, you WILL NOT PRESS ANY KEY, cause it will repeat the installation from the beginning.

    11.That's all , enjoy

writing commands isn't too hard, even my 13 year old son does it all the time!

Using CMD is the most safe and easy method!
