Bewilderment, I suppose.
I mean, I can kind of understand using chemical weapons on other countries, especially hostile ones. Or, maybe, if you are some sort of imperialist, you might use it as a tactic of subduing your neighbors.
But to cripple one's own population and instigate revolt among your own people...? That doesn't make sense.
I suppose this leader has already taken refuge in another county's protection and is sabotaging himself. Perhaps he is too lazy to rule and is seeking a master?

In Iraq for example, we started "Opperation Iraqi Freedom", had Saddam Hussein removed from power, and he was later executed for war crimes. Namely, for using chemical weapons on his own people in Northern Iraq. Liberals protested, calling the war "illegal" and insisting that Bush was a war criminal.
BUT NOW that Obama is president, and when a middle eastern government uses chemical weapons on rebels trying to overthrow the government, it's our moral obligation to get involved and launch military strikes against that government! So now military action is all good.

Depends on who the country is and what you national security interests are,
In Syria it is our National Security interest is in as many of both sides dying as possible. In other words stay out. You are the one that is wrong for wanting to save terrorists on either side.

first let UN investigators do their job! and specify who used the chemicals, i mean whether rebels or the gov! and when you found it, try to join UN and wipe it!
right now, i'm thinking what would happen if rebels were those who used chemicals? i mean, if so, then who armed them with chemicals?
