The gulf Sunni states are said to be financing their purchases.

There are reports that quite a few of the armories "liberated" in Libya are being sold for high prices to the emirs. Armaments are being sold to them by a variety of regional groups, who are taking the opportunity to profit from their stockpiles. Syria has long borders, there are plenty of guns in the region, so they're coming from Lebanon, Iraq and further afield.

But the money is coming from the Oil Sunnis.

The Kurds are being armed by the Iraqi Kurds.

The world is awash in guns and ammunition, not to mention guns taken from Assad's troops. Also, the rebels seem to be experts on building homemade weapons. Of course as there are a dozen or more factions fighting; some have more backers than others. Basically this is a Sunni vs everyone else competition. It's very fluid and not predictable as to outcome. I suspect that if one group 'wins', the other groups will gang up on the 'winner' and the circus will continue.

Russia. AK-47s and kalishnikovs are the cheapest most reliable guns out there. Every worn torn country has them. Whether Russia sells them directly or other countries bought them from russia and sold it to them.
