If you are not talking about a CCW permit, then NO it is not legal to carry a concealed hand gun in CA. You need a permit including a certificate showing you went to the firing range and actually learned to shoot a hand gun and could fairly consistently hit the target before you can even PURCHASE a hand gun in CA.
There is an "armed security guard permit" which requires a class and additional firing range training with the specific caliber of handgun covered by your license.

Concealed carry is legal in California with a concealed weapons permit (often called a CCW). There is not another type of permit that would allow concealed carry.
Open carry is legal, however the weapon must be unloaded,

Yes it's legal with a Permit. You will normally go the Sheriff's Department of the County you live in and apply.

In answer to your corrected question:
It is not legal to openly carry a firearm, or to carry a handgun in a vehicle unless it is in a locked box or the locked trunk, in public places within city limits in California. It is legal to openly carry an unloaded firearm outside city limits, and to carry a loaded firearm in places where shooting is permitted.
