She needs to be reported because I bet your dorm has rules about late night visitors. These rules have a purpose, it's so students can pay attention in class. Since your room mate has ignored you, reporting her really is the only option.

Definitely speak to her in the morning about how it's affecting you but still contact housing to move out. Nothing should interrupt your education. Maybe living separately will help maintain your friendship. If things continue like this you'll just keep arguing.
