It is impossible to say how much the epic influenced the centralization of power in ancient near eastern societies. All we can say is that it was one of the most widely dispersed works of literature in the fertile crescent, and that it has a positive view of the Mesopotamian city state along with a negative view of more primitive cultures (e.g. the story of the civilization of Enkidu, the description of the divine origins of Uruk's city plan in the epilogue).
