Microsoft Office 2010 or Office 2013 (365)?
Do you prefer the old Office 2010 (1 user permanent license)
or the new Office 2013 (1year license but more user, need to purchase new license key every year)

Office 2013 is the new desktop version of Office.
Office 365 is the cloud version that is a subscription.
You can buy Office 2013 from any Office supply store. But the Office 365 version, which is the subscription version, can only be purchased from Microsoft.
So the question really comes down to: do you want the desktop version that installs on your computer (like Office 2007, Office 2010, Office 2013) or do you want the subscription version which is on Microsoft's servers. I would prefer, and always recommend, people purchase their software. If you subscribe to the Office 365, then if their server's go down for any reason you will not have access to your software or documents and if that outage came at a time when you were in a hurry to get to your software or to a document you'd be unable to and could, depending upon the urgency, cause big issues for the end user.

I prefer the 2010 version as well. You can check for specs for Office 2013 http://tinyurl.com/kjnply5
but if you have no use for the extra perks I'd stick with the previous version.

For most things I am happy with 2010, but for data analysis the new features in Excel 2013 are well worth the money.
