I need some Advice for better Lens also but under $500 (budget).
here are some sorted Lenses under $500.
1.Tamron AF18-270mm f/3.5-6.3 Di II VC PZD AF Lens for Canon
2.Sigma 18-250mm F3.5-6.3 DC Macro OS HSM for Canon EF-S Mount
3.Sigma 18-200mm f/3.5-6.3 II DC OS HSM Lens for Canon Digital EOS
4. Canon 18-55mm & 55mm-250mm (Bundle with T3i).
5.Tamron Zoom Wide Angle-Telephoto AF 28-75mm f/2.8 XR Di LD Aspherical (IF) Autofocus Lens for Canon EOS
6. Canon EF 28-135mm f/3.5-5.6 IS Image Stabilizer USM
7. Canon EF-S 18-135mm f/3.5-5.6 IS Lens
I will also buy Canon 50mm 1.8 in future for low light.

Canon 18-55mm is good for basic use.

Number 4 would be best for you.
For Canon, none. They'd rather have you all buy L-lenses to jack up their sales.
