There are 2 questions that business may ask: 1) Is that a service dog? and 2) What task(s) is your dog trained to perform? If either question is not answered, answered in the negative or the handler doesn't have an answer..... then in all probability it isn't a service dog. Any disabled person accompanied by a service dog knows what tasks their dog is trained to perform. You cannot see or readily identify the disabilities of many service dog handlers.
As to size or being carried......... I have a client (yes, I am a service dog trainer) which uses a dwarf teacup chihuahua. She carries him in a sling most of the time (the sling is marked with very obvious "Service Dog" markings. The dog is perfectly capable of doing all of it's tasks from the sling. She does put it down to walk on a leash, however this can be a safety concern for the dog.
To make a long story short......... You cannot tell a service dog by it's breed or size. But it's training tells. However, due to the limited sense of smell and breathing problems it is doubtful that you will see any brachiaencephalated (pushed in muzzles. ie; pekinese, french bull dogs, boston bull terriers....etc) dogs as service dogs.

NO NO NO! This is a blatant violation of the ADA. Why? If websites are forced to stop selling service dog products, than legitimate service dogs trained by private programs or trainers, will not be able to get the equipment they need!
While the ADA does not require service dogs to wear any identification, it stops questions that bother the handlers. This petition was not written well at all, the main focus is to stop websites such as Free My Paws to stop selling service dog kits. People are buying badges from these sites to 'certify' their pets. People think it is that easy to bring a dog into a no-pets store and it is not. if people actually bothered to read the law, they would realize just how difficult and the kind of risks they are taking every time they take Fido out.
If a person or the persons pet or fake/untrained service dog knowingly distracts, injures or kills a service dog to the point where the handler is incapacitated, injured or killed, than the person at fault is financially responsible for all medical bills as well as the cost to retrain or replace the real service dog. Also, jail time is an option. Faking a service dog is also a federal crime as is carrying around fraudulent documents such as these fake service dog certificates and IDs (of which are not required by law-which is an immediate giveaway along with many others, of being a fake service dog.)

Several years ago I witnessed a dog walking in with a family (back then I didn't know much about service dogs period) and basically the greeter told me they aren't allowed to question them and that they had to allow them in. This was Walmart, It sure didn't appear to be a service dog and I believe the women mentioned the dog was a service dog for her anxiety. Now I know better. But making a stink could back fire if it indeed is a service dog. And if the store won't do anything what can you do?

Raise a stink every time you see an obvious fake service dog. If you go to a store and see some little mutt in a purse or in the cart raise a stink about it to the manger so they will have ot leave. Its obviously not a service dog and its just a pet
