No, since no such EO exists.
Perhaps, in your conspiratorial mind, you are speaking of EO 13603, signed in 2012.
And far from being the end of the world/presidential power grab that crazy people think it is, it's actually just an update of the same EO signed by Cinton (which itself had several decades of predecessors); one update deals with the fact that we now have a DHS.
