How to build a fm transmitter?
I want to build a devise that let's me talk on the radio , if it helps I have a old radio it can be plugged in or it can use battery's ( I don't want to buy one )

In every country in the world a license is required to transmit at any significant power on the FM or AM bands. There is nothing a person can build out of an old radio that would meet anywhere near those requirements especially by a person who is not very skilled in electronics. There are numerous kits out there that are certified Part 15 for unlicensed use in the US, but the rules on antennas and maximum power are pretty strict and the penalties for violating them are in the 10's of thousands of dollars as well as confiscation of equipment and the likelihood that you would be forever banned from a legitimate station license. It's not worth it. Buy a Mr. Microphone which will get you a few hundred feet, legally.
