No. All marriages preformed at our Halls have the proper marriage licence of the state or country that the wedding is being preformed in. Plus it is done for members who are in good standing in the congregation, and have the approval of the body of elders of that congregation.
So, there is no "skipping" the legal process of the country. Unless you live in one that has given the authority to a religious group. Like most of the 20th Century, in Greece, a wedding was only approved by the Greek Orthodox Church, and they wouldn't approve any for Jehovah's Witnesses. Then that was the only way that a proper licence was not needed for a "marriage".

Romans 13:1 - Let every soul be in subjection to the superior authorities, for there is no authority except by God; the existing authorities stand placed in their relative positions by God.
So most likely not since we are under "Caesars" Law.

You cannot be legally married in the US without filing the proper papers at your country courthouse. Some people don't care. They just want to be "spiritually married." You could do that. But the government won't recognize your marriage unless you fill out the paperwork for them.

You must have the correct marriage certificate required by the government of the land in which you live or intend to marry.
Anyone that wants to marry you without the proper authorisation is someone to run from.

If you are Christian you should obey all the laws of the government, unless it conflicts with God's law. Obviously, Our Creator instituted marriage, so if a couple are getting married, and they are Jehovah's Witnesses, they would make it legal.

No--Its the law of the land to have a marriage license--Gods word teaches--not to break the laws( of govts)( if they aren't opposing to Gods laws) then they have no reason to imprision one.
