why do they encourage alms, is it because they think poors suffer from insufficient funds?

they don't support government aids and think only money can solve their problems

    A definition of "poor" is to have insufficient funds, for whatever reasons, not always the fault of the poor person, through an accident, a theft etc. There have been times in my life, when I've had no job, no money, no roof and no bed - I was very grateful for whatever charity and alms I received, until I was able to support myself. I now have a home worth 1/4 million Euro and I'm in a position to offer charity, alms and support to others, now in the situation that I was.
