If someone created a video sharing website similar to Youtube, but with better design and simplicity, how would they get it off the ground and build an audience?
How would they get content on the site when it starts (obviously to get users to sign up for accounts there would already have to be videos on the site).

Not worth the effort. You can't possibly fathom the amount of shear footage on youtube. Nobody wants to migrate everything from youtube to a new site. That's similar to why google plus failed, although that was sponsored by google themselves, and they had a much better chance than a new video site. Sorry, but don't waste your time, effort, and money.
