Parcel Forwarding service in the U.S. didn't send all my ebay items?
I use a "package forwarding" service based in Utah to consolidate my ebay items and ship them to Australia when sellers don't provide international shipping.
My recent order is missing around $100 worth of items, although they have photographic evidence the items were received at their warehouse. The baggies that arrived at my end were swapped around, with an item taken from 3 bags and remaining items put in a bag together. Someone has removed them at the warehouse I'm guessing.
I'm expecting the company to not respond as the missing items were just a few action figures. I'm sure most will agree that is beside the point, as they are products that cost money and some increase in value. One particular figure is worth over $50 on the secondary market, which is not cheap for a used 3 3/4" figure.
Any suggestions on how this company can be held accountable for not providing a service I paid good money for?

Have you contacted the owner of the company?
As the other poster suggested, I would go first to the Better Business Bureau for that area and register a complaint online.
You can then try going to the parcel forwarders facebook page and telling your story, they may need a little shame.
Check and see if the service level you chose for international shipping had insurance attached to it. Often they will have 100 dollars in free insurance etc..
Next time I would find a more reputable parcel forwarder for shipping from the United States to Australia. My friends have had good luck with Stackry, they've found the customer service team to be excellent and responsive. I just checked and they have an A+ rating with the BBB.

Contact the parcel forwarding provider first, and see what their feedback is. If they are trustworthy company, they will help you find the reason, why some items were lost. If not, the best way to make them accountable for this is publishing your unhappy experience with them online, which will give them a big bad influence of their credit.
By the way, recommend you one nice and reputable US parcel forwarding service provider USGoBuy.com, which is new and always give satisfied service to your clients like you.

Small claims court may be your best and quickest resolution. The Better Business Bureau may be another option. For security of products, I would bite the bullet and ship postal.
