Is cc.yahoo-inc.com valid Yahoo domain?

I've received two messages, now, from

Yahoo! Member Services <yahoo-account-services-us@cc.yahoo-inc.com>

The latest says:

>> On September 16, 2013, at 03:28 pm CDT, you tried to recover your account password

>> for Yahoo! ID noskosteve. You may reset your password on September 17, 2013, after

>> 03:28 pm CDT by answering your account secret questions.

>> For security reasons, the option to reset your password via secret question will

>> expire on September 23, 2013, at 03:28 pm CDT.

>> If you believe your account has been compromised, please change

>> your password now.

>> Regards,

>> Yahoo! Member Services

It seems to be worded strangely. Is this valid, or phishing?

Steve

Update:

EDIT: When I try sending to Customer service, I select the categories, but am not given anywhere to enter the question, or send anything - so I post here.

Regards, Steve

Update 2:

EDIT: You are where I am at - guessing. The hot link didn't Paste. It has a link to the password change: https://edit.yahoo.com/config/change_pw which looks valid, but the sender URL still looks strange - namely "cc.yahoo-inc".

This is the second one in about 5 days. I'm tempted to try doing an "I forgot my password" to see what happens. I also have received no notices about resetting my password, making this strange. If someone hacked it and requested a password reset, I should have received a notice. .

This new format "neo" stinks. I can't send anything to Customer Care either.

I was hoping that someone who knows will respond.

Update 3:

EDIT: Barlkey,

Didn't see all of your answer. Makes more sense. I think I'll next try to do it and see if that results in the same response. This makes it an attack to guess the security answer rather than the password. I've long ago taken measures to kill a contacts-email attack by simply removing them all.

It looks official to me. That is the official Yahoo corporate address. There is no link for you to click or an email to reply to so how could it possibly be a scam? Just do what is says but sign into Yahoo like you normally do.

What happened is someone tried to do a password recovery and gave the wrong answers to the questions. The deadline is to keep someone from constantly guessing.

Reset the password here with the security questions

    https://edit.yahoo.com/forgotroot/

On September 17, 2013, after 03:28 pm CDT

They give 2 choices so it is a little confusing.

    1. For security reasons, the option to reset your password via secret question will expire on September 23, 2013, at 03:28 pm CDT.

    2. If you believe your account has been compromised, please change your password now.

If you do choice 2 then what happens to the secret questions on 9/23?
