Binge drinkers should be locked up for the night and then fined 400 pounds?
That works for me! If they want to act the fool, then they should pay over their Fools Gold.
The private sector factor I disagree with, but the basic principle is sound.
Being a Falling Down Drunk In The Street is not a life choice, it is a crime against other poor souls simply trying to enjoy themselves..

That is all fine and dandy but where will these drunk tanks be situated and will there be medical people on hand to check on these people. What happens if someone chokes on their own vomit or a fight breaks out resulting in a death.
What if the person cannot pay the fine or hasn't got the money to pay the fine. Will they be released when they sober up, will they be hounded by debt collectors thus adding to the proposed £400.
This hasn't been thought through enough.
It used to be the police that would arrest someone for being drunk and disorderly and put them in a cell for their own protection. they were then released when they had sobered up. This crime doesn't exist anymore and the police usually let someone off with a warning unless they are really being bang out of order with threatening behaviour to others.
If private firms are involved, anyone just staggering along the road will end up in the tank as these firms will be in it to make a profit.
They will be like traffic wardens with no leeway and no common sense!

The problem arises when you consider that being drunk isn't illegal. Being drunk and disorderly is illegal and what passes as disorderly behaviour is very subjective. Who decides who is being disorderly, and what is disorderly behaviour? You are essentially depriving people of their liberty because you feel that they are being disorderly and that person has no right of reply. What if one of these privately employed guards just takes against someone and locks them up without them being either drunk or disorderly? Is there someone else who has a final say on who does and does not get locked up for the night, as would happen on a police arrest?
IT is always a terrible idea to invite the private sector to fill a gap the public sector cannot be bothered to fill any more.

The basic idea is a good one IF there is someone medically qualified to ensure the welfare of the people in their care. Not only that, when they've sobered up and paid their 'fines' they should be made to clean the blood vomit and bodily excretions they leave behind in the streets. It's about time these drunkards are forced to deal with the consequences of their behaviour.

its just another money spinner guaranteed to make money and maybe stop some people going to A and E because of the cost
A and E ahas been full of drunks since it was formed
I do not drink and have never been to A and E drunk
what about people who go potholing or having accidents at work , when will they be charged ? this is the NHS dismantling

Why should the Taxpayer have to pay for Policing Downtown every Friday Night?
Clubs should be made to pay or shut up shop and actually go make a decent living somewhere else
You can't smoke in a bar or club but you can get absolutely wrecked ..double standards as usual!

OK in principle but as it would be down to the Police to determine who should be put into the 'private' sin bin I would be very concerned indeed. We have had just too many instances of inappropriate behaviour by Police Officers and i'd hate it if this too was abused.
More thought needs to go into this.

Something needs to be done to free up the Police to actually do their job not just herd uncontrollable drunks on a Saturday night.
I'd also start with the bar and pubs that keep serving drunks. If you can see someone is drunk they should not be served anymore alcohol.

What happens if they don't have the money? Most of the drunks in Scarborough aren't working, they just have the dole money which they drink away. It would be better to give them food coupons.

Only part I am worried about is who says who is drunk? Will they lock up everyone who is a bit tipsy on a night out to make money? And will there be medical staff on hand to check no one is really ill? It just sounds a bit of a money spinner to me if not properly regulated.
