Can a Cadet earn the stetson/spurs?
Can an ROTC Cadet drilling with a ARNG Cavalry unit earn his stetson and spurs during a spur ride (if he is not mosq'd)?

The Stetson is not earned. It can be worn by any personnel assigned to a Cavalry unit.
If a Cavalry Squadron does a Spur ride and you are allowed to do it/complete it, then yes you can earn your silver spurs.
Either way, as neither are an official uniform item, they are only worn while assigned to a Cavalry unit and only at the units discretion.
Neither the Stetson, nor Spurs require a specific MOS.

There is no one set standard for the Spur Ride.
Each Squadron sets their own standards
So it will be up to what your Squadron's SOP is
