my ie and system restore is not working?

running win 8 on a dell laptop, when i click internet it comes up 'RUNDLL' then 'error loading c;\WINDOWS\system32\inetcpl.cpl'

ive tried to restore it but when i hit system restore it says 'DDE Server Window:rstrui.exe - bad image' when i hit system restore a 2nd time it brings the frame up with the white background.

any help would be grateful,

    I suggest you take your computer in for a cleaning. Ask them to format it and reinstall windows 8. Also stop using internet explorer. Use Firefox. It's a lot safer. You're computer probably contracted a viruse.

    restate you pc and press F8 or F9 to get the boot up menu then you can system restore from there
