yes because procreation was important to build their numbers in the early history of mankind. it would be quite the opposite right now and you can see the patterns of overpopulation anywhere you have extremist governments. homosexuality is banned almost everywhere that you see a religious government. and in many places where it is a dictatorship the rule is a usually hard line against anything that's not to the advantage of the government like making new little taxpayers
between india and china 2 countries out of 180+
a land mass of less than 10% between them and they have a third of the planets population.

Leviticus 20:13 : "If there is a man who lies with a male as those who lie with a woman, both of them have committed a detestable act; they shall surely be put to death. Their bloodguiltiness is upon them."
The passage in Romans cited above says that God gave over idolators and unbelievers to "unnatural lusts" because they were idolators and unbelievers. Anti-gay bigots like to read it as if the situation was somehow reversed, but the passage clearly condemns pagan temple prostitution and compulsory fertility-ritual orgies, not consensual and committed same-sex relationships.

24 Therefore God gave them over in the lusts of their hearts to impurity, so that their bodies would be dishonored among them. 25 For they exchanged the truth of God for a lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen.
