Is this proper grammar?

Okay, this sentence has been bothering me for quite a while and I really wanted to know if the grammar in this sentence was correct or not.

"Sure?" She said, confused.

Is that's little sentence above a proper use of a comma? Or is it a comma splice? I read it somewhere and it's been stuck in my head ever since.

As already stated, change "She" to "she" and you've got a perfectly grammatical and frequently used sentence construction.

However, it might be a little clearer if it were: "Sure?" she asked, confused.

if this sentence would be in a poem, it would be fine as theres this hole thingy of poem license...

But in normal life or in a book it would be really wrong....

it would not have a comma to be correct...

i often get this annoying sentences too :D
