It is always sinful to lie to another person regardless of who it is and the reasons why one would lie. Lying is never justified in the eyes of God.

Lying is a sin so yes. But in this case he can lie, sell drugs and steal to build a case. In this case the law doesn't consider lying a sin!

cause justifies the means.
if the cop is trying to catch a prostitute or a druggie it is perfectly acceptable to do this. in fact it is necessary.
