The new I phone 5 needs your finger print to open is this a way for the CIA or FBI to log everyone's finger print ? I need to know this before I make a purchase

Nope, not only does it not send the fingerprint anywhere(it can't, it's a different technology) German hackers bypassed the feature by using wood glue, a paper grocers sack and some plastic wrap, you find their recipe for that concoction and you won't need your fingerprint. I must varn you, ve Germans are pretty clever, yah!

According to Apple, the prints are only stored on the phone, they are not sent anywhere. But there's really no way for you to be certain; they could be lying, or even if they are telling the truth, there's always a possibility that some app could figure out how to steal them and send them somewhere.
But there's an easy solution - even if you get the iPhone 5S, you don't have to use the fingerprint sensor at all, you can instead keep using the PIN code just like on previous iPhones.

Apple, anticipating conspiracy theories, reiterated today that the iPhone 5S won't actually store users' fingerprint images on the device, according to the Wall Street Journal.
Instead, Touch ID keeps fingerprint data encrypted within its A7 processor. It's locked away on the device itself, not on Apple's servers or iCloud.

Apple says the prints aren't stored anywhere other then the phone. So if you buy that you're good.
