Why is it fine that Americans need to prove to the IRS that they have health insurance, but it’s wrong to ask?

Why is it fine that Americans need to prove to the IRS that they have health insurance, but it’s wrong to ask immigrants if they are in the country legally?

Update:

Random; Texas was sued by the Justice Department to prevent the police from asking about immigration status

It's not wrong to ask immigrants if they're in the country legally.

If you're doing it personally, I'd say it's rude and not your business, but you can do it. (I wonder how you know someone is an immigrant - oh I get it - they speak Spanish?)

If you're an employer and someone applies for a job, you essentially must ask that question, by filling out an I-9 form.

Because the IRS already knows their legal status. Legal or not they have to pay taxes and if they are legal they have a social security number. If not legal they have to get and use a ITN.

It' not wrong to ask if someone is in the country illegally. It's done all the time. In fact there are 11 places in the healthcare law which specifically state that legal US citizenship MUST Be verified before any benefit can be received.

So how exactly do you know if they are immigrants? Do you have psychic powers? Or do you assume by the color of their skin?

Also, you aren't employed by the IRS.
