Why do Conservatives repeat the same lies like "Congress exempted themselves from ACA" over and over?

...even though the truth is explained to them every time?

Is it a psychological disorder?

Are they just trolls?

Is it willful ignorance?

    Conservatives believe that if you throw it against the wall repeatedly, day after day, ad nauseum, then it will eventually stick.
