Because the last bill sent to the Senate including an unnecessary and unacceptable delay on the implementation of Obamacare. Republicans were trying to blackmail Congress into undoing established law. Democrats refuse to encourage more hostage-taking on national policy by continuing to cave to these Republican ultimatums.

House Republicans shut down the government because they refuse to even vote on the clean funding bill that was already passed by the Senate.

No one is exempt from the law. Everyone has to have health insurance (except those making under $9,500 / year and those who cannot find health insurance for less than 8% of their income).

You could say Congress is exempt from the health exchanges, and you'd be right -- because they already have health insurance provided through the government. The same reason I am exempt from the health exchanges, because I am on an employer group plan.

Congress is not exempt form the PPACA. More conservative nonsense.

That isn't what happened.

The republicans said that if implementation of ACA wasn't delayed at least a year, they would shut down the government. And they did.
