A special education teacher (or several--depending on the IEP)
Support personnel (if needed--depending on the IEP)
Regular education personnel
Parents
Students themselves(If entering/in high school).
An assistant principal (as the administrative officer of the school).

the parent, a general teacher, a special ed. teacher maybe, a nurse or health official, a psychologist, and an administrator is usually the minimum needed.
