How to dye hair over highlights?

My girlfriend wants to dye her hair red over her blonde highlights. She dyed her hair black back in May and got the highlights around June.

We went to some salons and one told her that she would have to bleach her whole hair in order to dye her hair red over the highlights. But this would cause her hair to get really damaged and would have to recolor her hair every 10-12 days.

Another salon told us that they had to add a filler to cover up the highlights but the red dye would have to be darker than what she wants. This wont damage her hair and she would have to recolor it every 4 weeks.

So who is right? If none than what does she have to do in order to get a good red hair color almost like Ariana Grande.

    the second one seems more accurate if she is just trying to change the blonde hilights to red.since when you bleach the hair(hillight ) to a blond shade you are stripping the underlying pigment out of your hair so to keep her from risking getting any discoloration like orange, pink, green etc thats why they want to fill the color first. the first one where they say bleach the whole head would most likely be if your also trying to get the black out of the hair since the only way to get the black out would be bleach but if she wants to keep the black and just change the blonde second one is more accurate. now if she wants her whole head to be the color of ariana grande instead of just hilights she would have to bleach the black out of hair before being able to achieve that color. hair color does not lighten hair color especially black it would have to be bleached
