how would you guys interpret that? I was asking about an ex-gf who does drugs, so I did a past, present and future spread. I know 7 of Swords is about thinking you can get away with something, but does Judgement mean she might get arrested?

Judgment is very literal, in that all who are involved will be judged accordingly for the choices they choose to make. If she's doing something sneaky, dishonest, or that could get her into some kind of trouble as the 7 of Swords suggests, she will probably be held accountable.
This could also indicate that her judgment is not very good, which would make sense if it's being impaired by drugs/alcohol. It can also be telling you to use YOUR best judgment when interacting with this girl.
9 of Wands is about preparation, but what I always think about the 9 of Wands is that the 10 comes next, and that card is about heavy burdens. So it's sort of like being prepared for the worst, which may or may not be a good thing depending on the situation. Since this card is in the past, I get a feeling that maybe she felt like things were going so badly as it was and that her situation was unsalvageable anyway, so that's what's led her into being more careless and making poor choices (7 of Swords).
