When a building is closed, it is locked. When a park is closed, the gate is closed and locked (and that includes city, county, and state parks).

This is exactly what conservatives want. They keep talking about less government. Now when they get it they don't like it and blame someone else.

As for closing things down that is a matter of no one to patrol for vandalism, or to avoid people who get hurt and then want to sue because the government should have been there to protect them from themselves.
