    Empty unpurged tanks contains fumes, an empty petroleum is more dangerous than a full one as the mixture of air and gases have a lower flash point.

    As above, ignitable fumes and sloshing about. On tanker ships there is an 'inert gas generater' which fills the space with non flammable co² which,being heavier than air and oil fumes, makes the fumes vent out the breathers.

    Metal Petrol tanks on racecars can be built with baffles inside, or open cell foam can be used un metel or rubber bag tanks to prevent sloshing.

    2 items:

    1. the empty space could create a vapor which can become volatile (or explosive).

    2. the empty space can cause an uneven load (sloshing around) and make the vehicle harder to drive safely.
