For now you can use the Canada site as it is still the old format and has all the same q&a and is much more user friendly and better functioning..
I have the same problem on the new format, cannot answer or vote and many others do also. It is a problem for some with the new format. One of many problems with the new format that hopefully will get fixed.
Clearing or not clearing your cache / cookies is not the problem as i do mine regularly.

Once you start typing a submit button appears in the lower right. If not there try clearing your cache.
