Are disabled liscense plates available for motorcycles?
My seemingly-fit neighbor has a disabled plate on his car but not one on his motorcycle.
Could one assume that if you are fit enough to ride a Harley Davidson, you should not be entitled to a disabled plate?

I know people who are disabled, but it affects them only sometimes. (Michael J. Fox comes to mind.) I can see someone using the car on a bad day and the bike on a good day. I can see neighbors imagining all sorts of justifications why it is their responsibility to judge without understanding what's going on more, since this kind of question shows up so often.
"People sit in motorcycles?" Sure, until a driver doesn't see you and you have to choose between a head-on and a long scrapping trip down the pavement. lol
Anyone who owns a motorcycle has also had to lift the heavy thing from the pavement. Too many people driving simply don't see motorcycles. It's not a matter "if" you will crash, but how? That's the reason my dad changed his mind after buying his second Hog. He still remembered picking up the 1000 pound bike, after someone didn't see him in the traffic circle (near Pemberton, NJ, no less--to keep this to what happens in Jersey lol) with half his body covered in "road rash." He bought his second Harley after he had his hip replacement. Then he realized he simply couldn't pick it up with the bike with his new hip, so he had the dealership come to his house and take his bike back.
That's not to say, some people's disabilities have good days and bad days. It's still possible to need a disability placard one day, but not every day.

If he HAS one for his car, the state ALSO knows that he has a motorcycle, having given him a license for one. Disabled plates on cars are mainly parking permits. A motorcycle doesn't need a special parking permit. Motorcycles fit almost anywhere.

You are only entitled to one disability designated plate per person.
Added: License plates are just like placards - only one per person. You can't have both a plate and a placard (New Jersey as always must be the exception) - you have to choose. You can only drive one vehicle at a time.
