I dont know how to make new friends?

I am a 20 year old guy and I have alot of acquaintance but no friends to hang out with

For example I know everybody at the gym I go to its like my safety zone one guy even told me you're like the mayor of them gym because I know and talk to almost everybody

After high school my circle got smaller and smaller and the people I used to hang out with were just using me to pay or for rides etc they would leave me out unless they needed something

I recently lost my old job and I haven't made any friends in college this is my first time attending school since I graduated 2 years ago

I also live alone so I wake up at like 2 pm sometimes or dont wear anything but sweat pants for weeks and its getting really out of hand

I just sit at home watching movies or tv playing video games or surfing the web

I watch shows like New Girl and How I Met Your Mother and I really want a group of friends like that
