why has there never been a mass uprising in the gay community to control aids like there was for gay marriage?

    AIDS isn't exclusive to the gay community, there is very much awareness and emphasis on safe sex, beyond that there's not much people can do.

    In the 80s, the Reagan administration was slow to act. The gay community were not that active either as it was still relatively new and they weren't sure if this was another attempt to suppress them. In the end their fears did have some merit as a new wave of homophobia spread, calling it the gay plague. Combine that with money - companies and scientists wanted fame and money for their research and that delayed things.

    AIDS is not exclusive to gay people.

    There isn't a mass uprising, but there is an emphasis on using condoms.

    Ah, but there has been. Even though it's not specifically a gay disease, there has been substantial outreach to the gay comminty educating about the dangers of unsafe sex.
